Dot Earth: Peabody Coal Sales Ticker Next to 'Clean Energy' Claim

Goklany?s new analysis for the anti-regulatory Cato Institute: ?Humanity Unbound: How Fossil Fuels Saved Humanity from Nature and Nature from Humanity.? (I?ll post more on that paper soon, including an interview with Goklany.)

But that does not come close to justifying what you see on the home page of Peabody Energy, the largest coal company in the free world:

Coal Sales and a Clean Energy Claim

Just to the right of a ticker-style, real-time tally of tons of coal sold (about eight tons per second or so) is the message that the company is the* ?global leader in clean energy solutions??

Pollution from coal burning, in the United States and particularly in developing countries, has big impacts on public health, and the climate impact from coal-generated carbon dioxide could be enormous if the world?s still-vast reserves are heavily exploited. We?ve been stuck on the coal rung of what Loren Eiseley called ?the heat ladder? of energy history for too long.

I sent a site link and the video clip above to Nicholas Muller of Middlebury College and William D. Nordhaus and Robert O. Mendelsohn of Yale, authors of this influential 2011 paper in American Economics Review: ?Environmental Accounting for Pollution in the United States Economy.? One of its many conclusions was that ?coal-fired power plants have air pollution damages larger than their value added.?

As I put it in my note to them, ?I find it hard to reconcile your calculation of coal?s big externalized costs with such a juxtaposition (coal sales and ?clean energy? leadership):

Here?s Mendelsohn:

We did not make any company specific estimates of damage. If Peabody is responsible for 23 percent of U.S. coal and if each ton of Peabody coal causes the average damage from coal in the U.S., the burning of Peabody coal is causing $12 billion of damage from traditional health related air pollutants and almost $16 billion of damage including greenhouse gases every year. Few companies can boast more.

I also asked him if they?d gotten any significant pushback on their findings so far. Here?s his reply:

Academically, there has been nothing but positive feedback so far. Politically, so far, there is no push back. However, if there was ever a hint of legislation based on our work, I am sure that it would heat up considerably.

I sent the same query to Bob Keefe, a spokesman for the Natural Resources Defense Council. He put his reaction bluntly:

Juxtaposing its coal sales against its shamefully blatantly false claims of being ?a global leader in clean energy solutions? is baffling ? but also indicative of Peabody Energy?s inexplicable approach to the environment and the communities in which it operates.

The only way you could possibly believe Peabody?s claim that it ?advances environmental excellence? is if you believe breathing pollution and toxins is part of a good health routine.

Peabody consistently ranks as one of the worst polluters on the planet. If it put only a fraction of the time and money it spends on fighting environmental safeguards into actually pursing clean energy solutions, we?d all be better off.

We note on the front page of our website that Peabody Energy is the world?s largest private-sector coal company and a global leader in sustainable mining and clean coal solutions. One of the great untold environmental stories is the enormous progress in clean energy that has occurred in recent decades.

We forget to celebrate the enormous progress that has been made in clean coal in recent decades. The core U.S. coal statistic is this: criteria emissions from coal use in the U.S. have declined a stunning 87% since 1970, during a time when coal use has nearly tripled. ?Smokestacks? for coal plants have now become steam stacks, thanks to wet and dry ESPs, baghouses, low-NOx burners, SCRs, activated carbon injection and a host of other technologies.

In addition, using coal in large centralized plants dramatically reduces the burning of fuel wood and waste that causes enormous indoor air pollution in developing nations. And we know that low-cost coal-fueled electricity has helped to bring about an explosion of electrotechnologies: your coal-fueled mail delivery ? e-mail ? has dramatically lower emissions than traditional mail.

New supercritical coal plants represent another leap forward. Consider the Prairie State Energy Campus, with more than $1 billion in clean coal technologies and criteria emissions some 80% below the existing coal fleet? along with a carbon dioxide emission rate some 40% below existing plants. Prairie State is also a great example of green jobs, with thousands of workers involved in construction of the large coal plant. And Prairie State has a cost of fuel that less than one-third that of even currently suppressed U.S. natural gas prices.

Ironically, U.S. environmentalists have been a major reason more supercritical coal plants haven?t been used in the United States, even taking credit for killing state-of-the-art new coal construction in the past decade. China is building far more such plants because they recognize that coal is essential to power a healthy economy and the new generation of coal plants offer great environmental advantage. Also, Peabody is proud to be the only non-Chinese partner in GreenGen, which just started up in Tianjin, China, as a major coal gasification plant that will ultimately reuse carbon dioxide for enhanced oil recovery.

Coal has been the fastest growing fuel in the world for the past decade, and has been projected to pass oil as the world?s largest energy source next year. Its abundance and low-cost profile make coal essential for powering the world?s best economies and helping to move hundreds of millions of people to cities? and to the middle class. Those are enormous societal benefits, and technology can ensure that his be done in an environmentally friendly way.

Congress Needs to Extend Emergency Unemployment Insurance ...

Tens of thousands of unemployed Oregonians need Congress to act now to extend Emergency Unemployment Insurance (see this story and this story).

Emergency unemployment compensation is helping 29,240 Oregonians who, despite looking for over 26 weeks, have not been hired. That is about the number (29,600) of Oregonians OCPP estimates will abruptly lose benefits December 29 if Congress does not act to extend the program, reducing the number receiving unemployment compensation support of any kind by a third.

The disappearance of this safety net, however, will have an even wider impact. Also affected will be those who will exhaust their 26 weeks of state benefits after December 29. OCPP estimates that about 12,100 Oregon workers will be in this situation during just the first three months of 2013.

The end of federal unemployment insurance will also diminish economic activity in our state. Federal unemployment insurance is pumping millions of dollars into the Oregon economy each month, helping struggling families and communities hard-hit by long-term unemployment. Over the course of this year emergency unemployment insurance brought over $600 million into Oregon, helping the economy in every county in the state.

Congress must act without delay to extend the emergency unemployment compensation either in the ?fiscal cliff? legislation or in a separate bill.

Oregon currently has 166,000 unemployed workers, and so far this year, the state economy has added on average about 1,700 jobs per month. At that rate, it will take eight years for all those who want to work to have the opportunity.

I am sure I am not alone in longing for the day when the economy is robust enough that Oregon doesn?t need the extended emergency federal support.

I am also sure that the families, friends and neighbors of the thousands of unemployed workers facing the end of their modest unemployment insurance would agree with me that right now our economy needs a robust extension of the federal uninsurance program. Oregonians, and Oregon?s economy, need federal action right now.

C. African Republic president seeks foreign help

(AP) ? The president of Central African Republic on Thursday urgently called on France and other foreign powers to help his government fend off rebels who are quickly seizing territory and approaching this capital city, but French officials declined to offer any military assistance.

The developments suggest Central African Republic could be on the brink of another violent change in government, something not new in the history of this resource-rich, yet deeply impoverished country. The current president, Francois Bozize, himself came to power nearly a decade ago in the wake of a rebellion.

Speaking to crowds in Bangui, a city of some 600,000, Bozize pleaded with foreign powers to do what they could. He pointed in particular to France, Central African Republic's former colonial ruler.

About 200 French soldiers are already in the country, providing technical support and helping to train the local army, according to the French defense ministry.

"France has the means to stop (the rebels) but unfortunately they have done nothing for us until now," Bozize said.

French President Francois Hollande said Thursday that France wants to protect its interests in Central African Republic and not Bozize's government. The comments came a day after dozens of protesters, angry about a lack of help against rebel forces, threw rocks at the French Embassy in Bangui and stole a French flag.

Paris is encouraging peace talks between the government and the rebels, with the French Foreign Ministry noting in a statement that negotiations are due to "begin shortly in Libreville (Gabon)." But it was not immediately clear what, if any, dates have been set for those talks.

French Foreign Minister Laurent Fabius, meanwhile, spoke via phone with Bozize, asking the president to take responsibility for the safety of French nationals and diplomatic missions in Central African Republic.

U.S. officials said Thursday the State Department would close its embassy in the country and ordered its diplomatic team to leave. The officials spoke on condition of anonymity because they were unauthorized to discuss the evacuation publicly.

Bozize's government earlier reached out to longtime ally Chad, which pledged to send 2,000 troops to bolster Central African Republic's own forces. But it was unclear if the Chadian troops had all arrived, and even then, it is far from certain if the combined government forces could withstand rebel attacks.

At least four different rebel groups are involved, though their overall numbers could not immediately be confirmed.

Central African Republic, a landlocked nation of some 4.4 million people, is roughly the size of France. It has suffered decades of army revolts, coups and rebellions since gaining independence in 1960 and remains one of the poorest countries in the world.

The rebels behind the most recent instability signed a 2007 peace accord allowing them to join the regular army, but insurgent leaders say the deal wasn't fully implemented.

Already, the rebel forces have seized at least 10 towns across the sparsely populated north of the country, and residents in the capital now fear the insurgents could attack at any time, despite assurances by rebel leaders that they are willing to engage in dialogue instead of attacking Bangui.

The rebels have claimed that their actions are justified in light of the "thirst for justice, for peace, for security and for economic development of the people of Central African Republic."

Despite Central African Republic's wealth of gold, diamonds, timber and uranium, the government remains perpetually cash-strapped. Filip Hilgert, a researcher with Belgium-based International Peace Information Service, said rebel groups are unhappy because they feel the government doesn't invest in their areas.

"The main thing they say is that the north of the country, and especially in their case the northeast, has always been neglected by the central government in all ways," he said.

But the rebels also are demanding that the government make payments to ex-combatants, suggesting that their motives may also be for personal financial gain.

Bozize, a former military commander, came to power in a 2003 rebel war that ousted his predecessor, Ange-Felix Patasse. In his address Thursday, Bozize said he remained open to dialogue with the rebels, but he also accused them and their allies of financial greed.

Those allies, he implied, are outside Central African Republic.

"For me, there are individuals who are being manipulated by an outside hand, dreaming of exploiting the rich Central African Republic soil," he said. "They want only to stop us from benefiting from our oil, our diamonds, our uranium and our gold."

Strange behavior: New study exposes living cells to synthetic protein

Dec. 27, 2012 ? One approach to understanding components in living organisms is to attempt to create them artificially, using principles of chemistry, engineering and genetics. A suite of powerful techniques -- collectively referred to as synthetic biology -- have been used to produce self-replicating molecules, artificial pathways in living systems and organisms bearing synthetic genomes.

In a new twist, John Chaput, a researcher at Arizona State University's Biodesign Institute and colleagues at the Department of Pharmacology, Midwestern University, Glendale, AZ have fabricated an artificial protein in the laboratory and examined the surprising ways living cells respond to it.

"If you take a protein that was created in a test tube and put it inside a cell, does it still function," Chaput asks. "Does the cell recognize it? Does the cell just chew it up and spit it out?" This unexplored area represents a new domain for synthetic biology and may ultimately lead to the development of novel therapeutic agents.

The research results, reported in the advanced online edition of the journal ACS Chemical Biology, describe a peculiar set of adaptations exhibited by Escherichia coli bacterial cells exposed to a synthetic protein, dubbed DX. Inside the cell, DX proteins bind with molecules of ATP, the energy source required by all biological entities.

"ATP is the energy currency of life," Chaput says. The phosphodiester bonds of ATP contain the energy necessary to drive reactions in living systems, giving up their stored energy when these bonds are chemically cleaved. The depletion of available intracellular ATP by DX binding disrupts normal metabolic activity in the cells, preventing them from dividing, (though they continue to grow).

After exposure to DX, the normally spherical E. coli bacteria develop into elongated filaments. Within the filamentous bacteria, dense intracellular lipid structures act to partition the cell at regular intervals along its length. These unusual structures, which the authors call endoliposomes, are an unprecedented phenomenon in such cells.

"Somewhere along the line of this filamentation, other processes begin to happen that we haven't fully understood at the genetic level, but we can see the results phenotypically," Chaput says. "These dense lipid structures are forming at very regular regions along the filamented cell and it looks like it could be a defense mechanism, allowing the cell to compartmentalize itself." This peculiar adaptation has never been observed in bacterial cells and appears unique for a single-celled organism.

Producing a synthetic protein like DX, which can mimic the elaborate folding characteristics of naturally occurring proteins and bind with a key metabolite like ATP is no easy task. As Chaput explains, a clever strategy known as mRNA display was used to produce, fine-tune and amplify synthetic proteins capable of binding ATP with high affinity and specificity, much as a naturally occurring ATP-binding protein would.

First, large libraries of random sequence peptides are formed from the four nucleic acids making up DNA, with each strand measuring around 80 nucleotides in length. These sequences are then transcribed into RNA with the help of an enzyme -- RNA polymerase. If a natural ribosome is then introduced, it attaches to the strand and reads the random sequence RNA as though it was a naturally-occurring RNA, generating a synthetic protein as it migrates along the strand. In this way, synthetic proteins based on random RNA sequences can be generated.

Exposing the batch of synthetic proteins to the target molecule and extracting those that bind can then select for ATP-binding proteins. But as Chaput explains, there's a problem: "The big question is how do you recover that genetic information? You can't reverse transcribe a protein back into DNA. You can't PCR amplify a protein. So we have to do all these molecular biology tricks."

The main trick involves an earlier step in the process. A molecular linker is chemically attached to the RNA templates, such that each RNA strand forms a bond with its newly translated protein. The mRNA-protein hybrids are exposed to selection targets (like ATP) over consecutive rounds of increasing stringency. After each round of selection, those library members that remain bound to the target are reverse-transcribed into cDNA (using their conveniently attached RNA messages), and then PCR amplified.

In the current study, E. coli cells exposed to DX transitioned into a filamentous form, which can occur naturally when such cells are subject to conditions of stress. The cells display low metabolic activity and limited cell division, presumably owing to their ATP-starved condition.

The study also examined the ability of E. coli to recover following DX exposure. The cells were found to enter a quiescent state known as viable but non-culturable (VBNC), meaning that they survived ATP sequestration and returned to their non-filamentous state after 48 hours, but lost their reproductive capacity. Further, this condition was difficult to reverse and seems to involve a fundamental reprogramming of the cell.

In an additional response to DX, the filamentous cells form previously undocumented structures, which the authors refer to as endoliposomes. These dense lipid concentrations, spanning the full width of the filamented E. coli, segment the cells into distinct compartments, giving the cells a stringbean-like appearance under the microscope.

The authors speculate that this adaptation may be an effort to maintain homeostasis in regions of the filamentous cell, which have essentially been walled off from the intrusion of ATP-depleting DX. They liken endoliposomes to the series of water-tight compartments found in submarines which are used to isolate damaged sections of the ship and speculate that DX-exposed cells are partitioning their genetic information into regions where it can be safely quarantined. Such self-compartmentalization is known to occur in some eukaryotic cells, but has not been previously observed in prokaryotes like E. coli.

The research indicates that there is still a great deal to learn about bacterial behavior and the repertoire of responses available when such cells encounter novel situations, such as an unfamiliar, synthetic protein. The study also notes that many infectious agents rely on a dormant state, (similar to the VBNC condition observed in the DX-exposed E. coli), to elude detection by antibiotics. A better understanding of the mechanisms driving this behavior could provide a new approach to targeting such pathogens.

The relative safety of E. coli as a model organism for study may provide a fruitful tool for more in-depth investigation of VBNC states in pathogenic organisms. China tightening controls on Internet

BEIJING (AP) ? China's new communist leaders are increasing already tight controls on Internet use and electronic publishing following a spate of embarrassing online reports about official abuses.

The measures suggest China's new leader, Xi Jinping, and others who took power in November share their predecessors' anxiety about the Internet's potential to spread opposition to one-party rule and their insistence on controlling information despite promises of more economic reforms.

"They are still very paranoid about the potentially destabilizing effect of the Internet," said Willy Lam, a politics specialist at the Chinese University of Hong Kong. "They are on the point of losing a monopoly on information, but they still are very eager to control the dissemination of views."

This week, China's legislature took up a measure to require Internet users to register their real names, a move that would curtail the Web's status as a freewheeling forum to complain, often anonymously, about corruption and official abuses. The legislature scheduled a news conference Friday to discuss the measure, suggesting it was expected to be approved.

That comes amid reports Beijing might be disrupting use of software that allows Web surfers to see sites abroad that are blocked by its extensive Internet filters. At the same time, regulators have proposed rules that would bar foreign companies from distributing books, news, music and other material online in China.

Beijing promotes Internet use for business and education but bans material deemed subversive or obscene and blocks access to foreign websites run by human rights and Tibet activists and some news outlets. Controls were tightened after social media played a role in protests that brought down governments in Egypt and Tunisia.

In a reminder of the Web's role as a political forum, a group of 70 prominent Chinese scholars and lawyers circulated an online petition this week appealing for free speech, independent courts and for the ruling party to encourage private enterprise.

Xi and others on the party's ruling seven-member Standing Committee have tried to promote an image of themselves as men of the people who care about China's poor majority. They have promised to press ahead with market-oriented reforms and to support entrepreneurs but have given no sign of support for political reform.

Communist leaders who see the Internet as a source of economic growth and better-paid jobs were slow to enforce the same level of control they impose on movies, books and other media, apparently for fear of hurting fledgling entertainment, shopping and other online businesses.

Until recently, Web surfers could post comments online or on microblog services without leaving their names.

That gave ordinary Chinese a unique opportunity to express themselves to a public audience in a society where newspapers, television and other media are state-controlled. The most popular microblog services say they have more than 300 million users and some users have millions of followers reading their comments.

The Internet also has given the public an unusual opportunity to publicize accusations of official misconduct.

A local party official in China's southwest was fired in November after scenes from a videotape of him having sex with a young woman spread quickly on the Internet. Screenshots were uploaded by a former journalist in Beijing, Zhu Ruifeng, to his Hong Kong website, an online clearing house for corruption allegations.

Some industry analysts suggest allowing Web surfers in a controlled setting to vent helps communist leaders stay abreast of public sentiment in their fast-changing society. Still, microblog services and online bulletin boards are required to employ censors to enforce content restrictions. Researchers say they delete millions of postings a day.

The government says the latest Internet regulation before the National People's Congress is aimed at protecting Web surfers' personal information and cracking down on abuses such as junk e-mail. It would require users to report their real names to Internet service and telecom providers.

The main ruling party newspaper, People's Daily, has called in recent weeks for tighter Internet controls, saying rumors spread online have harmed the public. In one case, it said stories about a chemical plant explosion resulted in the deaths of four people in a car accident as they fled the area.

Proposed rules released this month by the General Administration of Press and Publications would bar Chinese-foreign joint ventures from publishing books, music, movies and other material online in China. Publishers would be required to locate their servers in China and have a Chinese citizen as their local legal representative.

That is in line with rules that already bar most foreign access to China's media market, but the decision to group the restrictions together and publicize them might indicate official attitudes are hardening.

That comes after the party was rattled by foreign news reports about official wealth and misconduct.

In June, Bloomberg News reported that Xi's extended family has amassed assets totaling $376 million, though it said none was traced to Xi. The government has blocked access to Bloomberg's website since then.

In October, The New York Times reported that Premier Wen Jiabao's relatives had amassed $2.7 billion since he rose to national office in 2002. Access to the Times' Chinese-language site has been blocked since then.

Previous efforts to tighten controls have struggled with technical challenges in a country with more than 500 million Internet users.

Microblog operators such as Sina Corp. and Tencent Ltd. were ordered in late 2011 to confirm users' names but have yet to finish the daunting task.

Web surfers can circumvent government filters by using virtual private networks ? software that encrypts Web traffic and is used by companies to transfer financial data and other sensitive information. But VPN users say disruptions that began in 2011 are increasing, suggesting Chinese regulators are trying to block encrypted traffic.

Curbs on access to foreign sites have prompted complaints by companies and Chinese scientists and other researchers.

In July, the American Chamber of Commerce in China said 74 percent of companies that responded to a survey said unstable Internet access "impedes their ability to do business."

Chinese leaders "realize there are detrimental impacts on business, especially foreign business, but they have counted the cost and think it is still worthwhile," said Lam. "There is no compromise about the political imperative of controlling the Internet."

With all the anticipation surrounding iOS 6, many didn?t think twice about giving up Google Maps for Apple?s new Maps app. But once users switched over, the complaints and outcries that the iOS app was far inferior to Google Maps mushroomed. The app was riddled with errors ? including wrong addresses and warped-looking landmarks in the Flyover view ? while it lacked integrated mass-transit directions.

Apple eventually apologized for the Maps gaffe, and even recommended alternatives. CEO?Tim Cook probably put it best, saying, "We screwed up."

After Microsoft?released a preview of the highly anticipated Windows 8, users were dismayed to find that, although the new system's classic "desktop" was practically identical to the Windows 7 interface, it lacked a Start menu. In June, Verizon unveiled its new Share Everything plans, which allow customers to pay a flat fee for each device, plus a single charge for shared monthly data, which ranges from 1GB to 10GB. The plan includes unlimited voice minutes and text messages and makes you pay for them, whether you need them or not. As a result, a 2GB data plan costs $100 on the new plan while 2GB with a limited number of minutes and texts cost $70 on the old plan.

AT&T followed suit with similar Mobile Share plans. However, neither of these shared-plan options lets you opt for limited voice minutes or data. Plus, you still need to pay an additional monthly fee as you add devices, whether it?s a tablet?($15 for AT&T, $10 on Verizon Wireless) or mobile hotspot ($50 for AT&T, $20 for Verizon Wireless). At least AT&T kept its individual plans for those who don?t want to go the shared route.

California Sets Goal Of Becoming Healthiest State By 2022

? California has set a goal of becoming the healthiest state in the country within 10 years. A state task force has released its plan for hitting the target.

The task force has established priorities for improving health and changing the healthcare delivery system.

Its plan lays out 39 indicators by which the state can measure success. These include infant mortality, obesity and enrollment in hospice care at the end of life.

Task force member Pat Powers said mental health measures are a work in progress.

"We're not able to measure effectively screening and treating people with depression," Powers explained. "That's really what we'd like to be able to do, and I think our report calls out in our indicators to be developed."

The overall goal is for Californians to achieve better health, better quality and lower healthcare costs.

Dave Regan, president of SEIU United Healthcare Workers West, said it's possible.

"But, we can't have it unless literally millions of people start to behave differently than they're behaving right now," Regan said.

The new plan acknowledges that California has a long way to go. The state is experiencing a rise in chronic illnesses, and is hampered by racial and economic health disparities.

Though poinsettia plants get a bad rap around the holidays, they are only mildly toxic to dogs & cats.

Mild signs of vomiting, drooling, or rarely, diarrhea may be seen. If the milky sap is exposed to skin, dermal irritation (including redness, swelling, and itchiness) may develop. Rarely, eye exposure can result in a mild conjunctivitis (?pink eye? secondary to inflammation). Signs are self-limiting and generally don?t require medical treatment unless severe.

There is no antidote for poinsettia poisoning. That said, due to the low level of toxicity seen with poinsettia ingestion, medical treatment is rarely necessary unless clinical signs are severe.

However?

Far more worrisome are holiday bouquets containing lilies, holly or mistletoe. Even bouquets brought into the house by holiday guests should be thoroughly inspected, as lilies are the #1 flower often used by florists. Just one or two bites from a lily can result in severe acute kidney failure in cats ? even the pollen is thought to be poisonous!

Other yuletide pants such as holly berries, mistletoe, and rosemary can also be toxic to dogs and cats. When Christmas or English holly is ingested, it can result in severe gastrointestinal upset thanks to the spiny leaves and the potentially toxic substances (including saponins, methylxanthines, and cyanogens). If ingested, most dogs and cats lip smack, drool, and head shake excessively due to the mechanical injury from the spiny leaves. As for mistletoe, most of us hang it high enough so it?s out of reach of our dogs and cats ? nevertheless, it can also be toxic if ingested. Thankfully, American mistletoe is less toxic than the European varieties of it. Mild signs of gastrointestinal irritation are seen, although if ingested in large amounts, collapse, hypotension, ataxia (walking drunk), seizures and death have also been reported.

La Scala chorus strike forces ballet cancellation

MILAN (AP) ? La Scala has canceled the inaugural ballet of its season because of a strike by the chorus.

The opera house announced "with regret" that the Wednesday opening of "Romeo et Juliette" has been called off. The theater said the chorus was seeking extra pay for being required to participate in a segment of the ballet.

The chorus spent longer periods on stage during the recent season-opener of the opera "Lohengrin," but the singers argue that the national contract includes provisions for participating on stage in operas, but not ballets.

The one-day strike is not expected to affect future performances.

The strike comes on the heels of complaints by dancers that the stage, including an additional platform for "Romeo et Juliette," is slightly slanted. No formal labor action has been taken.

Samsung Galaxy S3 Gets an Unofficial WiFi Roaming Fix

Those who own a couple of Samsung devices, mainly the Galaxy S3 and Galaxy Nexus, may have noticed a little bug that gives their device difficulty in transitioning between different WiFi access points when access points overlap. Felixchris from XDA?s forums have put together a nice hack that address one of three ways this bug manifests itself. Here are the three ways users may experience this bug:

  • Bug version 1:?when connected to an access point (e.g. SSID_A), as you move to the area covered by a second access point (e.g. SSID_B), the phone never releases from the first point even though the signal gets very weak and the higher strength SSID_B is available. This particular version of the budget can be verified by turning off WiFi, then turning it back on again, at which point the device should associate with the second access point.
  • Bug version 2:?very similar to version 1, but even after restarting WiFi, the phone still insists on connecting to the first access point, SSID_A.
  • Bug version 3:?when connected to the first access point, SSID_A, as you move to the second access point, the signal strength seems to increase as the device searches for a stronger access point, but then drops the connection and after a short hiatus, re-establishes the connection. The easiest way to observe this is by the disappearance of the WiFi icon and an interruption in the connection.

The third version is one that the developer has created a hack or workaround for. Currently the fix is confirmed working on the International Galaxy S3 (GT-I9300) and the GSM Galaxy Nexus (GT-I9250). There are ?a couple different versions of this mod available. There?s one that requires root and a custom recovery and the other does not require a custom recovery but both mods do require root access.

2 Kansas officers fatally shot outside market

TOPEKA, Kan. (AP) ? Two Kansas police officers were fatally shot outside a grocery store Sunday while responding to a report of a suspicious vehicle, authorities said.

Topeka Police Chief Ronald Miller called the shootings of Cpl. David Gogian and Officer Jeff Atherly "unspeakable." He said both Gogian, 50, and Atherly, 29, were shot in the head by a gunman who opened fire on them within minutes of their arrival to investigate the vehicle.

"It's clearly beyond words. It's unspeakable almost about why this happens and why this is happening in America at this stage in our history," Miller said.

Police were searching for a 22-year-old man believed to have been the one who fired on the officers from the vehicle. He remained at large Sunday night. Miller didn't know the motive for the shooting but said the suspect has a criminal history, though he wouldn't elaborate.

A third officer who went to the scene to check on the vehicle was not injured in the shooting.

Gogian and Atherly were taken to a hospital and later pronounced dead.

The call about the vehicle came shortly after 6 p.m. Sunday, police said. Gogian and Atherly had arrived as backup for another officer when someone in the vehicle they were investigating started shooting.

"I don't believe they had any idea this situation was going to go this direction as quickly as it did," Miller said.

Police would not say whether the officers had reached the vehicle when they were shot or what kind of gun was used in the shooting.

Miller said there was more than one person in the vehicle, which later was found outside a house about 10 blocks from the grocery store. Officers searched the home but didn't find the shooting suspect.

The chief declined to say why officers were investigating the vehicle and why it was considered suspicious.

Old neighborhoods, economically and ethnically diverse, surround the grocery store. Some of the homes are a century old, and they vary in how well they've been kept up. Green space behind the store is home to an annual art fair, and the city's public library is within walking distance.

A small crowd met for a candlelight vigil Sunday night outside police headquarters after hearing about the shooting. As the group gathered, police officials announced to reporters nearby that the officers had died.

Gogian started with the Topeka Police Department in September 2004. Atherly had been with the department since April 2011.

Miller said Gogian was a retired military serviceman. It wasn't immediately clear what branch of the military. He has a son who's also a Topeka police officer.

"He had spent his life in service to his country and in the city of Topeka," the chief said.

Meanwhile, Atherly was "just getting started" in his career, he said.

The last time a Topeka officer was killed in the line of duty was 2000, and it's been longer than that ? since 1995 ? that one was fatally shot on the job.
